Harare's street smart lighting

The City of Harare (CoH) has been digging up trenches in number of streets in the CBD area. I only later learnt that they were for street lights electric wiring. I remember we once had solar powered street lights so I was confused as to why they were now switching to electricity. One citizen informed me that the solar panels were vandalized that's why the CoH made the switch.
So firstly, shame on us! We vandalize on public property which is supposed to help us all. What sort of mentality do we have when we steal solar panels intented for streetlighting.
On the other hand, CoH engineers should have been aware of this from the start. Now implementing this project is now using up resources which need not have been used in the first place.
